Got a request from PPA Slovakia

It will be useful to have a lock for cable to not change in drum calculation.

The situation is maybe:

• cables are routed and calculated in drum calculation which drum shall be used

• now a number of cable must be changed and will be longer or shorter than calculated in a 1st routing

• to create a new drum calculation updating with new length information, it may happen, a cable calculated in a 1st export to drum 1 will now on drum 2, but maybe the drum is already on site and can´t be changed, so a lock for cable on specific drum will be useful
