When you copy equipment it should automatically rename the equipment-ID to the next possible ID to avoid creating duplicate IDs. The software could apply a default ID format to define the next available ID.
This should be supported for both of these workflows:
Using the standard copy tool within the same DGN file.
Using Copy and paste clipboard functions within the same drawing or between different drawings.
