Capability to create new placement Tools and use existing placement for new classes

Placement Tool used with component scripting are hardcoded.
We dont have possibility to create new.
In meantime some PlacementTools like HvacBranchPlacementTool, HvacGrillePlacementTool, ... have class names hardcoded.

We should have more flexible solution to enhance custom scripting.
