Currently specifications can only be read from one folder, using configuration variable "OP_SPEC_DIR = $(OPENPLANT_WORKSET_STANDARDS)Specs/" for example. This should be changed so, that specifications could be read from multiple folders.

For example, we could have company wide specification in organization folder, customer specific specs in workspace folder and project specific specs in workset folder.
