Create Raceway ID on same level as the raceway

We should support placing conduit in a oblique direction in 3D

Currently the conduit only can be placed in a oblique direction on 2D plane, it cannot be placed in a oblique direction in 3D, the x, y, z values changed together which would sometimes be helpful.
